National Association of the regional development agencies
Regional Development Agencies (RDAs) emerged in Ukraine in the mid 1990s, with their position and effectiveness gradually improving since the adoption of the Constitution in 1996 and the Law on Local Self-Government in 1997.
The May 2001 Presidential Decree distinguishes RDAs as potential partners and supports the involvement of RDAs in the design of local and regional development strategies. Regional and local governments are encouraged to consult RDAs in the areas of improving the environment for innovative technologies in the regions, developing local and regional investment profiles, human resource development, coordination of the technical assistance programs aimed at supporting local development.
