In difficult conditions connected with the activity of Chernobyl NPP and now, after prescheduled decommissioning of ChNPP, there are a lot of problems relating to transformation of the economy and social sphere, which are to be solved. However, Slavutych has developed great experience in formation and implementation of the Town Social Management Strategy. These skills and knowledge will play a positive role in the life of Slavutych, improve quality and effectiveness of the work of local governing institutions, promote the Town’s image.
The Organisational Department of the State Regional Administration studied and andanylised the activity of "Community Council on the Slavutych Town Development" as an example of the best innovation experience in problem solving on the Town level, which may be recommended for implementation in practice in the local governing of other regions (or course, taking in account existing peculiarities of this or that region).
"Community Council on the Slavutych Town Development" which has the status of the Town Public Organisation with Fixed Individual Membership has united the managers of enterprises, businessmen, all active people who are able to make both practical and theoretical input in this process and act on the basis of the the Regulations of the Organisation. The decision for its foundation was made in November, 1996 at general meeting in which 17 citizens who became the founders and members of this organization took part. Since that time the Community Council has become three times larger and become the place of concentrating of ideas and actions aimed at self-organisation and self-assistance of Slavutych residents. It also plays an important role in establishment of relations between the Town Community and the Community Council. This Public Organisation closely cooperates with the Council and is an initiator of a lot of decisions and actions supported by the Town Authorities.
The main tasks and kinds of activities of the Community Council are:
- Support and assistance for the most perspective social and economical projects of the Town development, forming of intellectual and creative potential as basis condition of their implementation;
- Providing the residents with informational support about vital problems of the Town life, mobilization of the Community’s efforts for their solution through creation of conditions for realization of the residents’ creative abilities and initiatives;
- Creation and supporting of the climate of confidence and cooperation of the population with the Authorities.
The highest management body of "Community Council on the Slavutych Town Development" is the general meetings of the members of organization which are not held less rarely than once a year and has the right to make decisions on any issues in accordance with the Regulations activity. During the period between the general meetings, the Community Council is managed by its Executive Body – Administration including 11 people and between the meetings of Administration by the Head of the Organisation.
Organisational and procedure issues of the Administration are stated in the Regulations approved by the general meeting.
Accurately stated periodicity and the time of conducting of the Administration meetings is every Monday from 18.00 to 20.00. It influences on the discipline and activity of the members, who without any additional invitations come to the meetings. Other members of the Community Council as well as all residents who are interested, can participate in the Administration meetings in order to consider the issues which are discussed there. This approach makes it possible for representatives of all groups of population freely and in conference reveal and synthesize their initiatives, experience on the issues of the local life, which helps increasing of Slavutych residents’ social activity. At the same time it is the way of transforming of one person into the subject who discusses, makes and carries out the decisions, provides dominating of the atmosphere of creativity, co-working, business constructivity, mutual responsibility for the results of the work. As a result of such an approach personal, political or narrow group’s interests are graded and changed into more important ones for the Town aspirations in the economic and social spheres.
