High concentration and cooperation of successfully operating mechanisms and structures of stable development is one of the most important advantages of Slavutich comparing it with other Ukrainian cities.

The Slavutich Town is regarded as the first small town in Ukraine, which has developed complex approach to solution of the problems of social and economical development and overcoming of global catastrophes in social active way.

Slavutich has developed and implemented technologies of social and economic development, which are suitable practically for every city, but especially for small towns.

Slavutich has created partnership network between different business structures including Slavutich Fund of Business Support, Business Development Agency, Business Incubator, Public Organisation Small Business Laboratory", "Employment Centre", "Social-Psychological Centre", "International Chernobyl Centre", "International Radio-Ecological Laboratory" Public Organisation "Community Development Centre" and others. For one year Slavutich Hotline has been working for entrepreneurs of Slavutich and Kiev Region, there has been created the mechanism of of interaction between local authorities, business and community, Community Council of Slavutich Development and Youth Council work on the constant basis. There are a lot of operating programmes of local development which stimulate favourable conditions for attraction of the Community for managing of the Town and making the decisions at the local level.

A lot of cities are in need for such an infrastructure but cannot create it by themselves. It was confirmed during the meetings with the town Mayors and representatives of local authorities of many cities of Ukraine.

Slavutich can offer the regions already created and effectively operating resources in economical and social sphere, support in development of self-governing structures and community activity including protection and conservation of eco-system. It may be stated that Slavutich is ready to perform franchising of technologies of social and economical development. It is absolutely new, innovational approach which has not been applied in Ukraine before.

Having the existing resources Slavutich has an opportunity to pass technologies and give a real support to many small towns in Ukraine, having created Slavutich Fund of Business Support, which performs passing of technologies of social and economical development for small towns in Kiev Region.

Passing of technologies of development and support may be performed in two ways:

• Training and probation in the Centre and in operating business support structures such as Municipal Enterprises the Business Development Agency, Business Incubator, Public Organisations, Credit Union, Community Development center and others).

• Informational – consulting support by Slavutich Centre of Business Support may be performed in the interactive mode of formation of the structures of business support and development in the towns of Kiev Region and other Ukraineian cities.

The process of transfer of experience and providing with qualified assistance by the specialists in creating of new for town structures will considerably minimize expenses for creation of analogical structures in the towns without any support. That is why on every direction of this project there will be fund saving which will positively influence on the budget of small towns of Kiev Region.

The strategy of the Centre of Business Support is based on the concept of stable development and creation of probation base for representatives of authorities, business and community in order to assist in solutions of problem issues of social and economical development of small towns of Kiev Region, implementing the mechanisms, which do work in Slavutich or mechanisms which will be adapted to the concrete conditions of the concrete town of Ukraine.

The Centre of Business Support is a coordinating body and the main instrument of implementation of the policy of business support by means of affective interaction between the structures of business support in Slavutich and other cities of Kiev Region and Ukraine.

Development of the Centre of Business Support of Slavutich Fund of Business Support (BSC) for the period from January to May 2004:

1. The Programme Agreement was signed between Kiev Region Department of Association of the Cities of kraine, Slavutich Fund of Business Support and the Centre of Business Support.

2. The mechanism of access to obtaining consultations by subjects of entrepreneurial activity has become easier, including operating connection by telephone Internet, using forum on Web-Sites and e-mail (the operators of Hotline answered 563 questions of entrepreneurs of Slavutich and Kiev Region).

3. Programme Agreement has been signed between the Fund of Business Support in Chernigov Region and Slavutich Fund of Business Support.

4. Training on strategic planning has been conducted for the Resource Centre of Chernigov Fund of Business Support.

5. The Programme of training has been prepared for the staff of the Resource Centre of Chernigov Fund of Business Support on the subject "Planning and Analysis of Effectivieness of Investments Using Computer-Based System PROJECT EXPERT и AUDIT EXPERT". The Contract for training has been signed.

6. BSC has begun development of the page on the Site of Regional Development Department.

7. The general Project has been singed with the local authorities forcreation of conditions for fulfilment of the Law of Ukraine "On State Registration of Juridical and Neural Persons – Entrepreneurs"

8. On the partnership basis with the Business Development Agency the Centre of Business Support took part in Ukrainian competition for the Projects of institutions of local governing. The results will be announced in August 2005. In case of victory BSC will take part in implementation of the Project "Creation of Training Centre on the Issues of Reforming of the Communal Sphere".

9. The Centre of Business Support is a partner of the Business Development Agency on implementation of the projects financing by UK Department of Trade and Industry:

• Creation of the Regional Development Department of the Business Development Agency;

• Increasing of competitiveness of Slavutich Business development Agency;

• Increasing of business opportunities for Slavutich entrepreneurs;

• Development of Slavutich Community potential.

The further Centre’s policy will be aimed at decreasing of the using of the Fund means in the budget and increasing of the Centre’s incomes by means of services for entrepreneurs. The Centre has an opportunity to participate in Grants and Tender, both Ukraineian and International. It may become an additional part of the Centre budget.
