During last 6 years with the assistance of the world community complex programme of business support with wide spectrum of services has been created in Slavutych. Accumulated successful experience was adapted especially to Ukrainian conditions.

Dynamics of the result growth allows to consider Slavutych the leader that appeared in the process of creating of region complex infrastructure of business environment.

Special steps were done to create Town organisations providing effective interaction between business, authorities and community of the Town, making democratic decisions and forming their own income into the Town development. With the purpose of support and development of business and social initiative Town Authorities conducted the following activities:

1. Structures of business support and development have been created and successfully work.

2. Plan of Activities on the Town Economics Diversification (approved on the 52 session of UN General Assembly) was developed.

3. Enactment of Supreme Council of Ukraine "On State of Safety and Perspectives of Nuclear Power Development in Ukraine and Problems Connected with Closure of Chornobyl Nuclear Power Plant" was enacted.

4. Law of Ukraine "General Provisions of Further Exploitation and Decommissioning of Chernobyl Nuclear Power Plant and Transformation of NPP Unit Four into Ecological Safe System" was enacted.

5. Law of Ukraine "On "Slavutych" Special Economic Zone" was enacted.

6. State property was transferred in municipal property.

7. Lease commission on allocation of premises for business activity on competitive basis has been created and successfully works under Slavutych Executive Committee.

8. Municipal reform is being developed.

9. Programme of privatization of municipal property objects has been developed.

10. On the basis of Employment Centre there has been created Regional Centre of Module Training which works within the framework of International Project on professional retraining of unoccupied population on the basis of module programmes and "pilot" project of the programme on population’s self-employment.

Partnership network between different structures of business environment and community which includes:

1. Public Organisation "Public Council on the Town Development".

The Council has been working since 1996 and was created with the purpose of formation of new democratic institutes of thinking on the level of the Town Authorities with participating of all Slavutych residents. All the most important decision on changing of the life of the Town, creation of new jobs, diversification of the region, participating in international projects, appointing of the managers of the business support structures are made by institutions of local governing after discussing on the Council.

2. International Business Development Centre.

It was created in November, 1999 as organisational-economic mechanism of business development and support, diversification of the Town economy in general. The main purpose is to promote Slavutych small and middle business and assistance on creation of new jobs.

Unites the following business support structures:

Business Development Agency (created in 1997 as Municipal Enterprise within the framework of ТАСІS Programme). Provides 29 types of consulting services for entrepreneurs. The main directions of activity: consultations, conducting of trainings on all directions of business, conferences, seminars and presentations, business-planning, estate evaluation, marketing research, practical assistance in opening of enterprises, staff selection, accounting and legal accompaniment.

The Agency includes 2 separate subdivisions:

Business incubator (created in within the framework of ТАСІS and USAID Programme). Provides 12 types of consulting services for beginning entrepreneurs. The main directions of activity: office, marketing, information and polygraphy services, renting offices and others.

Technical Inventory Bureau (was passed under Business Development Agecy management in 2003 within the framework of reformation of housing and communal services). It provides 10 types of services main from which are: issuing of certificate for property right, conducting of inventory of real estate, drawing out of documents for dwelling privatization, issuing of technical passports for living quarters, houses, buildings and flats, conducting of revaluation of houses including dwelling houses and others.

Repayable Financial Assistance Fund under Municipal Enterprise "Slavutych Business Development Agency" (created in 1997 within the framework of ТАСІS Programme implementation). Its main task is micro crediting of small and middle business.

Special Economic Zone "Slavutych" Administration (created in 1999 after enactment of the Law of Ukraine "On "Slavutych" Special Economic Zone" up to 2020). The main task is supporting of investment projects within the framework of "Slavutych" Special Economic Zone legal regime and preferential tax treatment.

lavutych Fund of Business Support (created in 2003 as non-profit organization). The founders of the Fund are Slavutyvh Town Council and Ukrainian Fund of Business Support. The aim of its activity is ensuring of realization of the State policy in the sphere of small business support, and implementation of projects and activities aimed at development of small business development in Slavutych Town.

Charitable Fund "Slavutych. ChNPP. Development" (created in 1998). Its main task is seeking for and providing finance resources to entrepreneurs for implementation of business projects in the region and creation of additional jobs.

Credit Union "Partner" (created in 2004 within the framework of implementation of International Project "Softening of Social Consequences of Chornobyl Nuclear Power Plant Decommissioning", financed by UK Department of Trade and Industry). Its main task is providing credit resources to Slavutych residents and entrepreneurs.

1. Union of Goods and Services Producers.

Created in 1997 as public non-profit organization which unites Slavutych entrepreneurs and enterprises in order to protect entrepreneurs’ rights, regulating of the system of interaction and cooperation among them, and also provide Town companies with opportunities of development within the framework of providing services to the western companies performing activities at the "Shelter" Object, Chornobyl NPP and 30-km contaminated zone.

2. Social – Psychological Centre.

Created in 1994 within the framework of UNESKO Programme as the Town social-psychological service and rehabilitation service for the residents struggled after Chornobyl NPP accident. Gives social-psychological, psychotherapeutic, consultative and informational assistance to children, teenagers and families.

3. Town Public Organisation "Community Development Centre"

This organization was created in 2002 and the aim of its activity is increasing of social and economic activity of the Town residents in the process of making and realization of decisions connected with Slavutych social infrastructure development, creation of additional jobs, and growth of social-economic life level of the residents.

4. Town Public Organisation "Small Business Laboratory"

This organization was created in 2002 with the aim of promoting of the diversification process through attraction of the residents, public organizations, enterprises, all structures of business support for the most complete use of natural, economic, labour, science-technical and other potential of the Town and creation of probation base and the Centre of Stable Development of Small Ukrainian Towns. Financial provision of business support is performed on the account of state and local budgets, off-budget funds, international projects, foreign investors and other financial resources.
