SMSU-5 material resources have all necessary components to provide the Town residents with complete medical service. Total area of land site occupied by SMSU-5 complex is 12.71 hectares and total area of buildings and constructions is 56.000 square metres.

SMSU-5 complex includes the following objects:

• Central building
• Obstetrical building
• Isolation building
• Ambulance station
• Pathologoanatomic building
• Sanitary-epidemiological station
• Children’s and adults’ polyclinics
• Household and servicing objects

2 Candidates of Medical Sciences work in SMSU-5 and 2 workers have honorary title "Honoured Doctor of Ukraine". Among medical staff there are 59 people, that is 58%, who has qualifying category including 7 people with the highest category, 30 with the first category and 22 with the second category. This indicator ranks the second place in the sphere.

Staffing of SMSU-5 with doctors is 87%, nurses and hospital attendants are 100%. In 2003 average salary in SMSU-2 was 295.3 hrn, which makes 83% form living wage. Salary of medical workers in Ukraine is 308.3 hrn.

One of new directions of SMSU-5 activities is organising of day hospital. The day hospital began its work in 2002 with 20 beds while at present this number has increased up to 30. Provision with day hospital beds are 12.3 for 10,000 population (comparing with 6 in the branch in whole).

Health Recovering Department (HRD) was created in the polyclinics. The number of patients of this Department in 2003 was 10,305 people that is 42.5% of the Town residents were treated in HRD.

The Programme of voluntary medical insurance of Chernobyl NPP people has been implemented. The number of the insured people who obtained medical assistance in SMSU-5 is 2,790. Operational system of providing qualified and specialized consulting medical assistance in medical establishments of Kyiv and Chernigiv has been created and 278 assured workers have used it.

Indicators of the level and quality of health of assured workers obviously tend to improving including decreasing of number of relapses and exacerbations, illnesses proceed milder, pathological cases do not became chronic etc.

Thanks to the Programme of voluntary medical insurance new organisational forms of providing with medical assistance have been implemented, additional jobs have been created, professional level of SMSU-5 staff has been improved and amount of money which is spent on medicines and catering has increased.

Health protection system in Slavutych greatly depends on medical staff and provision with material and technical resources. With high level of technical equipping, availability of specialized treating technologies the medical care itself is evaluated by Slavutych residents critically low. This is the main reason of outflow of money from the Town as the residents use paid services outside the Town territory.

Problems of medical care in Slavutych are the same as the problems of medical care in Ukraine in whole. It is obviously that this branch is considerably behind the developed countries. About 150 hrn per capita is annually spent on the health care in Ukraine while in developed countries this figure is 2-3 thousand UA dollars a year. Actually, the state budget satisfies existing need in money by less than 44.5%. There is a critical necessity of reformation of the national health protection system and implementation of the new organisational forms.

The experts admit that firstly, it is necessary to develop insurance medicine not only for State Specialised Enterprise ChNPP, but for other enterprises and organizations of the Town and for the residents as well.

Secondly, it is necessary to improve the further work of the Department of Diagnostics and Prophylaxis. Material and technical base of SMSU-5 allows using up to 90 % of high-quality medical care from the existing needs including paid services.

In Ukraine today there are about 3 thousand medical establishments of non-state form of property, "family medicine" is developing and it may become the third direction of the reformation of the medical sphere.

Implementation of these directions will allow to enlarge the money flow and form reserves for development and improving of material and technical base, attract credit resources for solutions of social problems of the medical workers.
