Every year number of subjects of entrepreneurial activity registrated as juridical person is increasing. On January 01, 2004 there are 658 subjects of entrepreneurial activity, which makes up 66 subjects of entrepreneurial activities more, than in 2001 (growth rate is 111.1%).

Dynamics of the State Registration of Entrepreneurial Activity in Slavutych Town

Tendency of increase of number of small enterprises - subjects of entrepreneurial activity was noticed during 2001-2003 and growth rate of subjects of entrepreneurial activity in Slavutych is higher than in whole in Ukraine.

Number of population, which work for Slavutych small enterprises is increasing annually while general tendency of number of the working population decrease.

Branches, departments, representative offices from different towns of Ukraine (Kyiv, Chernigiv. Vinnitsya, Mykolayev, Dnipropetrovsk and others).

Number of subjects of entrepreneurial activity with foreign investments is increasing. 18 enterprises with foreign investments, 12 of which are working, were registered as on 1st of January, 2004.

With the general tendency of increasing of number of subjects of entrepreneurial activity there was bare decrease of their registration in 2003 (the growth rate of subjects of entrepreneurial activity made up 103.1% comparing with 107.7% in 2002). Following factors may have influenced on decrease of the growth rate of subjects of entrepreneurial activity:

• instability of legislation system, which regulates creation and activity of the enterprises, including subjects of SEZ "Slavutych";
• bureaucracy while receiving of the status of SEZ "Slavutych" subject;
• introduction of moratorium in 2003 on registration of SEZ "Slavutych" subjects.

Increasing of subjects of entrepreneurial activity is also noticed in Kyiv region and Ukraine in whole. However, the growth rate of subjects of entrepreneurial activity in the Town is higher, than in Ukraine and makes up 105.5%, due to the regime of Special Economic Zone "Slavutych".

Indicators, which characterise number of small enterprises - subjects of entrepreneurial activity and number of workers at the small enterprises have increased in the Town, Region and all over Ukraine.

Growth rate of the number of small enterprises in the Town (120.5%) is lower, than in the Region (132.0%), but higher than in Ukraine (108.7%).

However, growth rate of number of small enterprises in the Town is higher, than in Ukraine in whole, annual growth rate of number of workers at the small enterprises is lower than in Ukraine.

It can be explained by creation of high-technological enterprises, which require smaller number of the workers.

Rating of the structure of small enterprises’ activity

Almost 2/3 of all small enterprises operate in trade and servicing sphere. However, specific weight of small enterprises is decreasing in trade. In 2003 part of small enterprises in wholesale trade in Kyiv Region decreased by 1.7% and in Slavutych by 7.6%.

Specific weight of construction-repair enterprises increased from 8.1% in 2002 to 17.1% in 2003, and specific weight of industry enterprises increased from 15.8% to 22.8%.

Comparing with 2002 number of small enterprises, which sell their production, is almost the same, but specific weight of sold by small enterprises total production decreased from 7.4% to 5.2%.

Analysis shows that those activities on the planned directions changed last years. Comparing with the last year number of subjects of entrepreneurial activity, performing their activity in the spheres of information and consulting servicing, production, construction-mounting and other has increased.

Slavutych holds one of the leading positions in Kyiv Region in provision with computing machinery, using of operating system by enterprises and organizations, supervising system of database and electronic documents circulation. Increase of number of IT-companies during the last three years demonstrates positive dynamics in development of this type of services in Slavutych. The experts consider that operating of fibre-optic communication line Chernigiv-Slavutych, introduced in July 2004, will significantly influence on business development in the Town.

Majority of questioned entrepreneurs (55.6%) consider using of fibre-optic communication line as additional opportunity for development of their own business, while other 7.9 % of the questioned think that possibilities of the fibre-optic line will help to create new enterprises.

Potentially new directions in business may become:

• creation of Call-centres, as a system of processing of big number of telephone calls, large companies (corporations) of Ukraine and Commonwealth of Independent States may become its customers.
• processing centres, which perform authorization of payments by plastic cards and need high-speed channels for communication.
• availability of fibre-optic high-speed line will allow Slavutych to become a laboratory in organisational process of the Programme of PC users’ Certification (ECDL).
• centres of distance training.
• provision with services in the field of information technologies.
