Analysing resource potential of Slavutych we can conclude that during the last 3 years after ChNPP closure general stable tendency of economic growth has been observed, which was demonstrated by increasing of number of subjects of entrepreneurship activity, growth of industrial production, existing dynamics of labour resources, high indicators of investment attraction, availability of modern scientific-technical base and scientific potential.
According to the evaluation of the experts the most probable option of further Town development may become a model, based on combination of the following economic growth points:
1. Opening of the business on production of goods and services in the framework of "Special Economic Zone "Slavutych"
In compliance with the Law of Ukraine "On "Slavutych" Special economic Zone" special privilege taxation regime for SEZ subjects will exist until 2020, which ensures further attraction of external and internal investments, creation of new enterprises and jobs.
Condition for registration of the enterprise in special economic zone "Slavutych" is implementation of investment project on the territory of Slavutich with investment total sum not less than 200,000 USD.
SEZ "Slavutych" subjects work under special legal regime of entrepreneurship activity and have the following privileges:
- SEZ "Slavutych subjects who import to the territory of SEZ "Slavutych materials, raw materials, equipment and component parts for them which are necessary for their own production, connected with implementation of the investment projects are free from paying import duty during realisation of these investment projects, but not longer than 5 years.
- Operations on importation (transportation) to SEZ "Slavutych" territory of materials, raw materials, equipment, components performed by SEZ "Slavutych" subjects for needs of their production, connected with realisation of these investment projects are free from VAT taxation during realisation of investment projects, but not longer than 5 years, parts to it.
- SEZ subjects profit, obtained after implementation of investment projects on SEZ "Slavutych" territory is free from profit taxation during three years. Profit of such tax payers, received from fourth to sixth year of investment project realisation, is taxed by 50% rate from existing taxation rate.
- SEZ "Slavutych" subjects are completely free from paying of land-tax during the first three years of investment project implementation on SEZ "Slavutych" territory, and during the next three years pay land-tax by 50% rate from existing taxation rate.
- Importation of goods and other things for needs of their production by SEZ "Slavutych" subjects and exportation of goods and things, completely produced, treated enough or finished on SEZ "Slavutych" territory, is not to be licensed or quotation, if it is not conditioned by international contracts of Ukraine.
- Income in foreign currency from realisation of production, goods (work, services), produced or provided by SEZ "Slavutych" subjects on the territory of SEZ "Slavutych", are free from obligatory sale.

New company, which starts its activity on the territory of Slavutych may receive wide range of services: starting from registration of the project in Special Economic Zone, legal and accounting accompaniment, assistance in searching of appropriate solution, accompaniment in reconstruction and repair, finishing with promotion of the company to the market.
Development of special economic zone for Slavutych is one of priority strategic directions of the Town economy development in whole and creation of new jobs, which are compensative for the personnel, redundant freed from ChNPP.
2. Business development in Slavutych, connected with work performance at Chernobyl NPP, the "Shelter" Object and in 30-kilometer contaminated zone.
Slavutich has become international centre of cooperation during the last several years. Experts, who are representatives of European community, countries of the "7G" work in Slavutych and take part in the international projects, connected with:
Transformation of "Shelter" object into ecologic-save system (SIP PMU)
Construction of Radioactive Waste Storage Facility–2 (RWSF-2): design of the buildings, conducting of launching-set and examination, mounting, installation and monitoring of operating production facilities
Construction of Liquid Radioactive Waste Treatment Plant (LRTP): design of the construction, conducting of launching-set and examination, mounting, installation and monitoring of operating production facilities
Construction of Solid Radwaste Treatment Production Complex (SRTPC): sketch and work designing, supply of materials and facilities, building work and installation of equipment, testing and introduction into exploitation.
Decommissioning of nuclear power plant.
Solving of social problems after Chernobyl NPP closure.
It is the first time in the history when world community is uniting the efforts for liquidation of consequences of the biggest technogene accident.
Scale of the accident and level of technical problems are so significant, that it influences on social, economic and ecologic aspects of the life in Ukraine, Europe and generally in the world.
Safety of the world community depends on successful conducting of these programmes and projects.
Peculiarities of these projects
1. Large companies from the USA, Europe and Japan are engaged.
2. Long-term and significant cost of the projects.
3. Originality of the technical problem.
4. Meaningful influence of the projects on social and economic aspects, including formation of labour market in Slavutych.
5. High level of responsibility for made decisions.
This work is being financed from two sources: International Chernobyl Fund and State funds of Ukraine. Performance of the work is foreseen up to at least 2008.
Total cost of all the projects makes up more than 938 million USD. For today more than 156 million USD have been assimilated.
Selection of the General Contractor for implementation of this work is carried out on the Tender base according to "Principals and Rules of Purchasing Goods and Services" of European Bank of Reconstruction and Development.
Main part of this work is performed by international companies, countries of "G7", joint into consortiums. Framatome ANP (France), Vinsi Construction Grands Projets (France), Belgatom S.A. (Belgium), SGN (France), RWE NUKEM Gmb (Germany) and others.
Ukrainian companies are attracted basically as Subcontractors to the international consortiums, which perform design, engineering, construction-mounting work, set of facilities, etc.
For today about 15 large Ukrainian companies have been attracted to implementation of the work in the framework of international projects realisation. During the last several years the professional level and production potential of Slavutych companies have noticeably increased, which allows their successful participation in Tenders for implementation of this work.
Positive dynamics in attraction of Slavutych companies for implementation of servicing for international projects for office maintenance, transportation services, supply of office equipment, stationery, providing of communication and Internet have been observed during the last 2 years.
Besides international projects there is planned financing of the work connected with current activity of Chernobyl NPP and realisation of decommissioning programme from the State budget of Ukraine.
After Chernobyl NPP closure as power generating enterprise over 250 million hrivnas is provided annually from the State budget funds for maintenance of ChNPP. Considerable part of resources is directed to work performance, purchasing of goods and services, necessary for the work, connected with decommissioning of Chernobyl NPP. Contracts are generally signed with Ukrainian companies. Distribution of the funds for supplying of the equipment, purchasing of goods and services is carried out on the base of open market, market with limited participation, inquiry of price quoting and purchase from one executive according to Ukrainian law "On Purchasing of Goods, Work and Services at State Expense" dated 22.02.2000.
Plan of purchasing is published in official edition "Bulletin of State Purchase".
Important objective of the Town Administration is maximum possible attraction of Slavutych companies to work on implantation, supply of goods and services to international projects and work, which is performed at state expense on ChNPP, the "Shelter" Object and in 30-kilometer contaminated zone.
Mentioned above directions of activity require significant efforts from Slavutych business itself, considerable professional level of cooperated companies, mobile and effective management system of the staff and material resources, high quality level of produced goods and services, well-set systems of cooperation with the partners.
3. Development of small and middle business in the field of goods and services production for population.
Entrepreneurship sector may become a key factor in the town development, which provides employment of the citizens and forms profitable part of town budget.
Real potential of small and middle business development is growth of using of goods and services, high paying capacity of the town population. Under condition of quality increase, widening of assortment, implementation of new forms of servicing, possible growth of turnover indicators, scope of realisation of paid services to the population.
Income of Slavutych citizens is over 132 million hrivnas per year, while scope of realisation of paid services and commodity circulation is 41 million hrivnas, which makes up 31,4%.
According to conducted researches not more than 40% of population income spends for paying of the work, purchasing of goods and services in Slavutych. Other part of income is taken outside of Slavutych.
Conducted social survey has shown that citizens are ready to pay for additional servicing, under the condition of wide range and increasing of goods and services quality.
