While analyzing of Slavutych resource potential the Town experts studied materials on research of the rating of social and economic development of regions and territories prepared by the independent experts from Institute of Reforms in 2004.
The experts of Institute of Reforms elaborated an alternative approach for evaluation of territory development level on the basis of integral indicator based on characteristics of level of income of residents, local budgets, institutional development and demography situation.
From the whole scope of existing statistics information about 490 administrative regions and 172 towns of regional importance there were chosen indicators given for the most of territorial units:
- monthly average salary, hrn.
- number of small enterprises per 10,000 residents
- income of local budget per capita, hrn
- weight of transfers in profitable part of local budget, %
- retail turnover per capita, hrn.
- volume of services paid up by the residents, per capita, hrn.
- natality per 1000 residents
- number of employees per 1000 residents
- number of students in institutes of general education per 1000 residents
- number of registered crimes per 100,000 residents
Each of these indicators considered as characteristics of definite social and economic process phenomenon. For instance, number of small enterprises per 10,000 residents characterizes the structure of the town economy and level of business initiative of the residents. At the same time, this indicator can also demonstrate interaction between the local authorities and business. Local budgets income and share of official transfers justify fiscal all-sufficiency and self-sufficiency of the territories, their abilities to solve the local problems. Number of employees and students per 1,000 residents reflects demographic structure of population of the territory, factual and potential amount of local manpower. Monthly average salary is an indicator of the officially registered incomes of the territory residents. Money expenditures of the residents are analysed additionally through the indicators of retail turnover and realized services per capita. These indicators demonstrate population’s purchasing capacity and level of market infrastructure development. Indirect characteristic of comfort of living on the given territory is natality coefficient, which is calculated as difference between number of births and deaths in recalculation per 1,000 residents and crime rate as well.
